“Each municipality has vocations. Not all manage to transform them into development.”

ADR Sertão Central took part in the Seminário Ceará de Vocações — On Boarding, held on July 23, 2026, at Casa da Indústria FIEC, in Fortaleza. Promoted by IEL Ceará and ADECE, the meeting brought together Regional Development Agencies from across the state for the signing of the Convênio Ceará de Vocações and the presentation of the Work Plan to strengthen economic vocations and impact businesses of the ADRs.

The program began with a welcome reception and coffee, followed by the institutional opening, the signing of the agreement, the presentation of the work plan, open floor remarks, and closing networking among the agencies.

**A program in four stages**

Ceará de Vocações is structured along a transformation journey that integrates intelligence, coordination, and opportunities:

1. **Connecting Vocations** — workshops, statewide alignment seminar, diagnostic of economic vocations, stakeholder mapping, and institutional strengthening of ADRs.

2. **Impact Economy** — skills development, leadership strengthening, and structuring of impact businesses aligned with territorial vocations, generating economic, social, and environmental value.

3. **Expanding Horizons** — national and international technical missions, benchmarking, and connection with innovation and regional development ecosystems.

4. **Strengthening Regional Vocations** — building strategic agendas, strengthening productive chains, and structuring sustainable regional development projects.

The journey concludes with the **Pactuando o Futuro** stage, which consolidates commitments and agrees on strategic actions to ensure program continuity and lasting results for the territories.

**Territorial intelligence as the basis for decision-making**

The program stems from a straightforward diagnostic: Ceará possesses enormous economic diversity, productive chains distributed throughout the territory, unique natural and cultural resources, entrepreneurs, and local leaders — yet challenges persist, such as fragmented information, low coordination among local stakeholders, decision-making without structured territorial intelligence, and difficulty in prioritizing investments.

The proposal is to transform information into intelligence, intelligence into strategy, and strategy into regional development, connecting data, people, institutions, leaders, opportunities, and investments around strategic decisions.

“The success of Ceará de Vocações depends directly on the protagonism of the ADRs. IEL Ceará and ADECE act as facilitators, but it is the Agencies that mobilize, articulate, and connect local stakeholders to transform potential into development.”

For Sertão Central, joining the program expands the planning, institutional coordination, and decision-making capacity of the ADR, connecting the region's economic vocations to concrete opportunities for growth, innovation, and value creation.

Connecting vocations. Strengthening territories. Generating development.
